MANCHESTER CITY FINES 315,000 POUNDS FOR BREACH OF SIGNING RULES

Manchester City have evaded a transfer ban but was fined 315,000 pounds for breaching FIFA rules for signing under 18 years players...
City said it was a "misinterpretation of the regulations" but FIFA said article 19 is very clear as it states: "International transfers of players are only permitted if the player is over the age of 18."

City "accepts responsibility for the breaches which arose"

Two Ghanaian youngsters told a Danish newspaper that they signed for City and they played youth games before they were 18.

They both come from a soccer academy in Ghana called Right to Dream.
