Talks between the two clubs have advanced over the first stage.
Kurzawa's contract runs out in the summer and he will be available for free transfer but Arsenal with plenty of injuries want to utilise the transfer window to seal the backside.
Head of football at Arsenal Raul Sanllehi is heading the talks between Arsenal and PSG.
Kurzawa has enjoyed success at PSG since he moved there from rivals Monaco in 2015.
He has won the league title three times, three Coupe de France titles and three Coupe de la league trophies.
